1st-Reaction to President Bush Speech from French Quarter: In the first nationwide measure of President Bush's prime-time address from Jackson Square, Americans acknowledge progress in the Federal Government's response to Hurricane Katrina, but do not yet appear to be willing to forgive President Bush for his personal involvement in the government's response. The number of Americans who today, 9/16 (in interviews conducted entirely after Bush spoke), say the government is "not doing enough" for the victims of the hurricane fell to 49%, the lowest it has been in 17 days of daily tracking, and the first time it has been below 50%. The number of Americans who today say the government is doing "just the right amount," held stable at 37%. But the number of Americans who today say the government is doing "too much" for the storm victims increased to 11%, the first time it has been in double digits, ever. Males and whites disproportionately answer "too much." Conversely, the number of Americans who today say they approve of President Bush's response to the hurricane is, on the first read after the speech, unchanged. 40% today approve of Bush's response to the hurricane, 54% disapprove. Immediately before the speech, 42% approved of the President's response, 52% disapproved. It would be premature to say that the speech was a setback for the President, but there appears to be no immediate rally to the President's personal defense on the day after the speech. In time, consensus will form, and these numbers can and should be expected to change. 1,200 adults nationwide were interviewed. Those areas of the Gulf Coast without telephone service were under-represented.
