Gloria Likely to Advance to General Election for Mayor of City of San Diego, Unclear if Sherman or Bry will be November Run-off Opponent;
'Measure C' Hotel Tax May Have Super Majority Needed to Pass; Briggs & Elliott Poised to Finish 1st and 2nd in Top-2 City Attorney Primary:


3 weeks till votes are counted in the California primary, Todd Gloria continues to outpace 5 other candidates for the right to advance to a general election runoff in November, according to SurveyUSA's latest pre-election tracking poll conducted for KGTV-TV in San Diego and the Union Tribune. Who will oppose Gloria on 11/03/20 still has drama built into it.

At this hour, the primary for Mayor stands:

* Gloria, 29%.
* Scott Sherman, 18%.
* Barbara Bry, 13%.
* 3 other candidates with minimal support.
* 32% of likely primary voters are undecided, with early voting already underway.
* Top 2 finishers advance to a run-off election on Election Day, Tuesday 11/03/20.

Though Sherman is more likely than Bry to advance, and although SurveyUSA shows Bry's support flat across 3 tracking polls, Bry has concentrated support among primary voters with a 4-year college degree, where she outpaces Sherman 19% to 16%. Bry could conceivably rally in the home stretch to challenge Sherman for the 2nd spot, depending on the sentences which follow. Though the election is non-partisan, Sherman's support is concentrated among Republicans, where he leads Gloria 3:1 and leads Bry 4:1. Because incumbent Republican President Donald Trump, at the top of the primary ballot, is not facing a serious primary challenger, it is unclear how many Republicans statewide and in the city of San Diego will return a primary ballot. The more Republicans who vote, the better Sherman will do. The more Democrats who vote, the better (relatively) Bry will do. In either case, Gloria advances.

Among voters who say that affordable housing is the most important issues in how they will vote in the 03/03/20 Super Tuesday California primary, Gloria leads Sherman by more than 2:1. Among voters who say that homelessness is the most important issue, Gloria leads Bry by nearly 3:1. Among voters who say repairing roads is the most important issue, Sherman leads Gloria 29% to 23%. Among voters who say that a candidate's character is the most important issue, Sherman ever-so-slightly edges Gloria, 29% to 26%.

In the primary for City Attorney of San Diego, the contest stands:

* Mara Elliott 28%.
* Cory Briggs, 15%.
* Pete Meisch, 9%.
* Top 2 finishers advance to a run-off on Election Day, Tuesday 11/03/20.
* 47% of likely primary voters undecided, with early voting already underway.

Ballot Measure C, which would increase the tax that visitors pay when they stay in a city of San Diego hotel, today leads 3:1. A super-majority, of 67% (two-thirds of all votes cast, or a ratio of 2:1), is required for the measure to become law. Opposition to ballot measures typically increases as Election Day approaches, having nothing uniquely to do with this ballot measure or with 2020 or with Southern California. Measure C may end up closer than shown here. On the other hand, among the handful of likely primary voters who tell SurveyUSA they have already returned a ballot, Measure C leads 2.8:1 (74% Yes, 26% No), a good sign for supporters, a bad sign for opponents.

About: SurveyUSA interviewed 750 adults from the city of San Diego 02/06/20 through 02/08/20. Of the adults, 650 are registered to vote. Of the registered, SurveyUSA identified 527 voters likely to return a ballot before the 03/03/20 Super Tuesday primary deadline. This research was conducted using blended sample, mixed mode. Respondents reachable on a home telephone (48% of likely primary voters) were interviewed on their home telephone in the recorded voice of a professional announcer. Respondents not reachable on a home telephone (52% of likely primary voters) were shown a questionnaire on the display of their smartphone, tablet or other electronic device. In SurveyUSA's 01/20/20 poll of the city of San Diego, 3 weeks ago, the wording respondents saw/heard on Measure C was: "On Measure C, which would raise the city's hotel taxes from 10.5% to as much as 15.75% in certain areas, to pay for an expansion of the San Diego Convention Center, homeless services and infrastructure improvements, are you ...? Certain to vote yes? Certain to vote no? Or not certain?" Today's 02/10/20 release clarified the wording of the question, as shown below, to be: "On Measure C, which would increase the tax that visitors pay to stay in a city of San Diego hotel from 10.5% to as much as 13.75%, to pay for an expansion of the San Diego Convention Center, homeless services, and street repairs, are you ...? Certain to vote yes? Certain to vote no? Or not certain?" The wording change makes the time-series tracking data not 100% apples-to-apples comparable. That acknowledged, SurveyUSA includes the tracking graphs, so those with a unique interest in the outcome of Measure C can more easily make their own determination about what has and what has not changed over the past 30 days.
