North Carolina Gives POTUS a C-Minus Grade, Yet Few Trump Voters Would Vote Differently If Given a 'Do-Over';
GOP Shrugs At Possible Russia Meddling; Gov Cooper Popular Compared to Senators Burr, Tillis and NC Legislature;

President Donald Trump, who carried North Carolina 11 months ago by 4 points, is today Minus 12 in job approval, according to brand-new SurveyUSA polling conducted for Spectrum News North Carolina. 37% of North Carolina voters approve of the job Mr. Trump is doing, 49% disapprove. And things only get worse when voters are asked to assign the President a letter grade:

* 14% statewide give Mr. Trump an "A" grade (including 37% of Republicans and Zero Democrats).
* 18% give Mr. Trump a "B" grade (31% of Republicans and 2% of Democrats).
* 19% give Mr. Trump a "C" grade (21% of Republicans and 10% of Democrats).
* 12% give Mr. Trump a "D" grade (7% of Republicans and 13% of Democrats).
* 35% give Mr. Trump an "F" grade (4% of Republicans and 71% of Democrats).
* On a 4.0 scale, Mr. Trump's grade-point average is 1.7, which is a C-Minus.
* In greater Greensboro, Mr. Trump gets a C Plus. But in greater Raleigh, Trump gets a D Plus.

Of those who voted for candidate Trump in 2016, most would do so again, if given the chance at a revote today. Of this 43% of registered voters in this survey who voted Mr. Trump, 38% would do so again, 5% would switch and vote for Democrat Hillary Rodham Clinton. Of the 38% in this survey who voted for Mrs. Clinton in 2016, 36% would do so again, but 2% would switch and vote for Mr. Trump. Of the registered voters in this survey who sat out the 2016 election, twice as many would today vote for Mr. Trump as would vote for Mrs. Clinton.

Asked whether they trust Mr. Trump to do the right thing, 22% say they trust the President "a lot," half as many as the 42% who say they trust Mr. Trump "not at all."

5 times as many Democrats as Republicans say they are "very concerned" about possible Russian interference in the 2016 Presidential election. 18 times as many Republicans as Democrats say they are "not at all" concerned about Russian meddling. Twice as many Republicans as Democrats say it's time for the United States to intervene in North Korea. 3 times as many Democrats as Republicans say the U.S. military should stay out of North Korea at the moment.

43% of voters say it is important to repeal the Affordable Care Act, also known as Obamacare. A majority, 52%, say it is not important. 5 times as many Democrats as Republicans say they have had a positive experience with Obamacare thus far. 9 times as many Republicans as Democrats say they have had a negative experience with Obamacare thus far.

Democratic Governor Roy Cooper is well liked today, with a Plus 18 net job approval rating. 45% of voters approve of the job Cooper is doing, 27% disapprove. Cooper is at Plus 31 in greater Raleigh, compared to just Plus 3 in Southern and Coastal Carolina. Given the chance for a re-vote today, an equal number of Cooper voters would switch to McCrory as McCrory voters would switch to Cooper.

29% say the country is headed in the right direction, materially smaller than the 37% who say that North Carolina is headed in the right direction. At least in part, this is attributable to Cooper's high marks.

U.S. Senator Richard Burr, a pivotal player in the Senate's investigation into possible wrongdoing in the 2016 Presidential election, has a Plus 5 net job approval rating today. 35% statewide approve of the job Burr is doing, compared to 30% who disapprove. Burr's approval is 46% in Southern and Coastal Carolina today, compared to just 29% in greater Raleigh.

U.S. Senator Tom Tillis has a Minus 4 net job approval today. 29% of voters statewide approve of the job Tillis is doing, compared to 33% who disapprove. 48% of "very conservative" voters approve of the job that Tillis is doing, compared to 69% of "very conservative" voters who approve of the job fellow Republican Burr is doing.

A significant majority statewide say they would vote in favor of a $1.9 billion bond referendum to pay for the construction of new schools in North Carolina. 57% would vote Yes, 17% would vote No. African Americans are more likely than whites to support the measure. Caution: these numbers do not predict what actually will happen if such a measure is put before voters in 2018. They do indicate a strong dissatisfaction with the status quo.

SurveyUSA interviewed 800 adults statewide 09/28/17 through 10/01/17. Of the adults, 680 are registered to vote in North Carolina and were asked the substantive questions in this survey.
