Days Till Early Voting in CA Begins, Propositions 15, 16, 17, 19, 20, 21, 22 & 23 All Have Tailwind; Last-Minute Opposition Could De-Rail:

5 weeks till ballots are counted in the 2020 Presidential Election, 8 California statewide ballot measures all at this hour are positioned to pass, with 2 caveats: opposition to all ballot measures increases as Election Day approaches in a typical election year; 2020 is not a typical election year.

These findings are the latest in research conducted exclusively for KABC-TV in Los Angeles, KGTV-TV in San Diego and the Union Tribune newspaper.

At the top of the ticket, there is the expected lack of drama: California's 55 electoral votes are certain to stay Blue. Democratic challenger Joe Biden leads incumbent Republican President Donald J Trump 59% to 32%. A majority of Californian plan to vote early, by mail, and among this group, Biden leads by 56 points, 73% to 17%. Among voters who plan to vote in person, on Election Day, Trump leads Biden by 17 points, 55% to 38%. Among CA voters who backed Trump in 2016, 11% defect to Biden in 2020. By contrast, just 4% of those who voted for Hillary Clinton in 2016 defect to Trump in 2020.

On Proposition 15, which would re-value commercial and industrial properties to raise money for public schools and community colleges, Yes leads No by more than 2:1.

On Proposition 16, which would allow diversity to be considered as a factor in public employment and contracting decisions, Yes leads No by 14 points, 40% to 26%, with another 34% of likely voters not sure on 16. Proposition 16 could provide Election Night suspense.

On Proposition 17, which restores voting rights to former inmates, Yes leads No by nearly 3:1, 55% to 19%.

On Proposition 19, which gives new rights to homeowners over age 55 or who are the victim of a natural disaster, Yes leads No by 46 points, 56% to 10%.

Proposition 20, which would re-classify certain crimes and change parole on other crimes, is more of a coin-toss at this hour, with a plurality of voters, 43%, not certain how they will vote. Of voters certain on Prop 20, Yes leads No by 13 points, 35% to 22%. Any outcome is possible.

On Proposition 21, which would take from the state and give to local authorities certain rent control authority, Yes leads No by 19 points, 46% to 27%.

On Proposition 22, which would regulate whether drivers for ride-share services such as Uber and Lyft, and drivers for delivery services, such as Instacart and Door Dash, are considered employees or independent contractors, Yes leads No by 14 points, 45% to 31%. This measure, too, could finish closer than here shown.

On Proposition 23, which would regulate how kidney dialysis in administered in CA, Yes leads No by more than 2:1.

About: SurveyUSA interviewed 800 adults from the state of California 09/26/2020 through 09/28/2020. Of the adults, 662 are registered to vote. Of the registered voters, 588 are determined by SurveyUSA to be likely to return a ballot before the 11/03/2020 deadline. This research was conducted online among a representative cross-section of CA adults using sample provided by Lucid Holdings LLC of New Orleans. The pool of adult survey respondents was weighted to US Census targets for gender, age, race, education, and home-ownership in California. Hillary Clinton carried California by 30 points. Biden leads by 27 points at this hour.
