2½ Weeks Out, With No Candidate Reaching 20%, Any Outcome Possible in Turnout-Crucial Philadelphia Mayor Primary:
Ranked-Choice Election Would Give 55% Majority Win To Rhynhart, Who Finishes 1st with 19% in Traditional Plurality Voting:

Four of the eight Democrats vying for their party's nomination to be Philadelphia's next mayor are tightly bunched together as the campaign enters its final weeks, according to SurveyUSA polling conducted exclusively for The Committee of Seventy and FairVote.

Initially, 18% of likely voters say they're voting for former City Controller Rebecca Rhynhart; 17% back former City Council member Cherelle Parker; 15% support former Council member Helen Gym; 14% vote for former Council Member Allan Domb. Businessman Jeff Brown is slightly behind with 11% of the vote; 3 other candidates are in single digits. 20% of likely voters initially tell SurveyUSA they are undecided.

When those undecided voters are pushed, the vast majority of them – 76% – remain undecided, with some shifts in the margins, but no real change to the order-of-finish, and the top 4 candidates neck-and-neck-and-neck-and-neck:
  • Rhynhart finishes first with 19% of the vote. Among white voters, Rhynhart leads with 29%, 5 points ahead of the next-strongest candidate in this group of voters, Helen Gym; among men, she leads with 21%, 5 points better than she does among women and 4 points ahead of the next candidates. Rhynhart also holds meaningful leads among higher-income voters, where she finishes 5 points ahead of Gym, in Center City, where she dominates, and among the youngest voters.
  • Parker takes 17%, with a strong lead among Latino voters (31%, twice that of any other candidate), in the Northwest part of the city (28%), and among Black voters (25%, 10 points atop Jeff Brown). If Black or Latino voters turn out at higher rates than shown here, Parker may overtake Rhynhart and win the nomination. Parker also leads all candidates among 50 to 64 year-olds, and is well ahead of Rhynhart among conservatives and moderates.
  • Gym is at 16%, with a strong lead among those voters who say they are "very liberal," where she takes 40%, 15 points ahead of Rhynhart. Gym also outperforms her numbers among white voters and upper-income voters, groups where she finishes just 4-5 points behind Rhynhart, which complicates the turnout mathematics for the former Controller. Gym also is ahead among the 9% of voters who tell SurveyUSA they have already voted, where she takes 20% of those banked votes.
  • Domb is at 15%, with small leads over Parker among conservative and moderates and a significant advantage in Northeast Philly. He also leads among voters with high school diplomas.
  • Jeff Brown takes 12%, outperforming that number among the oldest voters and among conservatives, those with high school educations, and those who have attended some college. He also is doing well in the early vote, where he has 17%, slightly behind Gym.
  • State Representative Amen Brown, Pastor Warren Bloom Sr., and former municipal judge James DeLeon each take 2% of the vote; 15% of likely voters remain undecided.
If the primary were being conducted using Ranked Choice Voting, the first-round results would have been nearly identical, with 19% choosing Rhynhart as their first choice, 17% picking Parker, 16% Gym, 16% Domb; Jeff Brown would be at 10%. Disregarding the undecided votes, Rhynhart would initially be at 23%, Parker at 20%, Gym and Domb each at 19%, Jeff Brown at 12%.

Using the toggle at the left to change from viewing percentages to viewing counts, Bloom can be seen to have the fewest first-round votes in Q7, 13; after re-allocating those votes as shown on Q8, in the Bloom column of 1st choice votes, Gym and Jeff Brown each gain 1 percentage point. DeLeon, with the next fewest first round votes, is eliminated next; his votes are redistributed, including a third-choice vote from a Bloom voter, and Parker, Domb, and Amen Brown each gain 1 point. Amen Brown, at 4%, is now eliminated, and when his 31 votes are redistributed, Rhynhart is still at 23%; Parker, Gym, and Domb are each at 21%; and Jeff Brown, at 14%, is eliminated. When his votes are reallocated, Rhynhart and Parker rise to 26%, Domb to 25%, and Gym is eliminated. This brings Rhynhart to 37%, Parker to 33%; Domb, now at 30%, is eliminated. When Domb's votes are re-allocated, Rhynhart defeats Parker, 55% to 45%.

After having participated in the ranked choice voting exercise, a combined 79% of likely voters say it was very easy (44%) or easy (35%) to do so; 18% combined say it was hard (14%) or very hard (4%). Conservatives and Latinos (each at a combined 28%) are more likely than others to say it was hard or very hard.

46% say they have heard of ranked choice voting before today, including 72% of very liberal voters and ⅔ of college graduates and those with higher incomes. 45% say they have not previously heard of ranked choice voting, including ⅔ of those without college degrees and 62% of African American voters.

A majority of likely voters say they would support using ranked choice voting in Philadelphia city elections by a 31-point margin, 53% to 22%, with 26% saying they would strongly support and 27% saying they would support such a move. Opposition is highest, but still well below 50%, among conservative voters, 35% of whom would oppose using ranked choice voting.
 
About the Research / Filtering: SurveyUSA interviewed 1,500 adults from the city of Philadelphia 04/21/23 through 04/25/23. Of the adults, 1,345 were identified as being registered to vote; of the registered voters, 1,098 as registered Democrats. Of the Democrats, 1,013 were determined by SurveyUSA to be likely to vote or to have already cast their ballots in the May 16 Democratic primary for mayor. This research was conducted using blended sample, mixed mode. 37% of likely voters were online panelists chosen randomly by Lucid Holdings LLC of New Orleans, who were shown the survey questions on the display of their smartphone, laptop, or tablet. 63% of likely voters were reached by telephone, using telephone sample of registered and likely voters purchased from Aristotle in Washington DC, with 39% of likely voters texted on their mobile phones by live operators, who secured the cooperation of each respondent before linking them to an online survey, and 24% called on their landline telephones and interviewed in the recorded voice of a professional announcer. The pool of adult respondents was weighted to US Census targets for gender, age, race, and home ownership.
