In San Diego County, Republican Hilton and Democrat Steyer Favorites to Advance to November Governor Election, As They Are Statewide:

SurveyUSA's latest San Diego County polling on behalf of KGTV News 10 and the San Diego Union Tribune again shows Republican Steve Hilton and Democrat Tom Steyer finishing first and second in the June primary and advancing to the general election in November.

Hilton takes 21% today, up a nominal point from 20% in polling conducted three weeks ago, before Eric Swalwell and Betty Yee exited the contest. Steyer, meantime, is up 3 points, from 14% last month. SurveyUSA's exclusive interactive tracking graphs shows the changes for each candidate.

Two candidates have significant movement: Republican Chad Bianco, climbing from 8% to 14% to finish third in the County, and Democrat Xavier Becerra, rising from 4% to 9%. Democrat Mark Mahan also is up, from 4% to 7%, while Katie Porter rises a nominal point from 8% to 9%, tying Becerra for fourth place here. Antonio Villaraigosa and Tony Thurmond are each down a single point, to 4% and 1%, respectively. 19% are undecided.

Likely primary voters were asked which of 11 different issues would be most important to them in their primary vote; just 3 of those issues received double-digit support: the cost of living (46%), homelessness (12%), and housing (10%). Among those who say the cost of living is most important, Hilton takes 20% of the vote, Steyer 18%, Bianco 16%, Porter 10%. Among voters who say homelessness is their top issue, Hilton dominates, with 24% to 15% for Bianco. Among those most-focused on housing, Steyer overwhelmingly leads, taking 30% of the vote to 14% for Becerra and 10% each for Hilton and Mahan.

Support for a proposed half-cent San Diego County sales tax increase to fund social services, wildfire prevention, and solutions to the Tijuana River Valley sewage crisis increases month-on-month, with 53% of registered voters today saying they would vote yes if that measure appear on their ballot, and 32% saying they would vote no. Last month, 49% supported, 30% opposed.

About the Research / Filtering: SurveyUSA interviewed 950 adults from San Diego County 04/28/26 through 05/01/26 online, using nonprobability sample of online adult panelists chosen randomly by Cint USA. Of the adults, 821 were identified as being registered voters and were asked Q2-Q4 and Q15-Q19 below. Of the registered voters, 668 were identified as being likely to vote in the June primary election and asked Q5-Q14 below. The full pool of adult survey respondents was weighted to US Census-derived targets for gender, age, ethnicity, and home ownership.
