WA State Governor's Debate a 'Push', Few Minds Changed; Inslee Positioned for Re-Election; Biden Cruises; Secretary of State in Tight Fight;
Ferguson Atop Larkin for Atty General; Referendum 90, on Sexual-Health, Favored; Trump Universally Condemned for COVID Words & Deeds:


3 weeks till votes are counted in the 2020 general election, with early voting underway, Democrat Joe Biden is set to comfortably carry Washington State's 12 reliably-blue Electoral Votes, Democrat Jay Inslee is poised for a 3rd term as Governor, Democrat Bob Ferguson has an advantage in the contest for Attorney General of Washington State, but the Secretary of State contest is too-close-to-call, according to SurveyUSA research conducted exclusively for KING-TV in Seattle.

Referendum 90, on sexual-health education, has enough support to pass at this hour, but ballot measures notoriously (having nothing uniquely to do with Washington State or 2020 or sex) attract "no" votes as Election Day approaches. Barring a remarkable, last-minute surge, 90 becomes law.

The Lieutenant Governor's contest is not on the radar of most voters, with half of likely voters telling SurveyUSA they are undecided between the 2 Democrats on the ballot, Denny Heck and Marko Liias. Of those voters who have made up their minds, Heck leads Liias 31% to 18%. Heck is favored, but any outcome is possible.

In the high-profile contest for Governor, 32% of those who watched Republican Loren Culp debate incumbent Jay Inslee thought Culp won the debate. A similar number, 29%, thought Inslee won the debate. 24% who watched thought there was no clear winner. Of those who watched, just 3% say they had been planning to vote for Inslee but will now vote for Culp. Just 2% say they had been planning to vote for Culp but will now vote for Inslee. 86% of debate watchers did not change their mind.

As such, at this hour, the contest stands: Inslee 54%, Culp 40%. SurveyUSA has polled the contest 3 times over the past 5 months, and Culp's support has grown from 31% in May to 32% in July to 40% today. Though momentum may be on Culp's side, a Republican win would be an extraordinary upset, based on the data in hand.

The sole GOP bright spot is in the contest for Secretary of State, where Republican Kim Wyman today narrowly edges Democrat Gael Tarleton, 45% to 40%. Wyman has disproportionate support among men and older voters. Wyman holds 91% of the GOP base, compared to Tarleton, who holds 79% of the Democratic base, with 10% of Democrats defecting to Wyman. Independents, critically, break 2:1 for the Republican.

In the contest for Attorney General of the State of Washington, Ferguson appears to hold off Republican Matt Larkin at this hour, 49% for the Democrat, 38% for the Republican. Ferguson's support is young and female. Larkin's support is older --- he leads only among voters age 65+ --- and male. Ferguson leads among whites, Hispanics and Asians. 87% of Democrats vote for the Democrat, 87% of Republicans vote for the Republican, independents split.

By nearly 5:1, Washington State voters say President Trump could have done more to prevent his family, his staff, his donors and him from contracting COVID-19, the Coronavirus. Voters are unhappy and impatient with the White House's attempts to hide the President's condition from the public.

About: SurveyUSA interviewed 850 adults statewide 10/08/2020 through 10/12/2020. Of the adults, 692 are registered to vote in Washington State. Of the registered voters, SurveyUSA identified 591 voters likely to return a ballot on or before the 11/03/2020 deadline. This research was conducted online among a representative cross section of Washington State adults. Sample selected at random by Lucid Holdings LLC of New Orleans. Adult respondents were weighted to the most recent US Census targets for Washington State for gender, age, race, education, and home-ownership. In 2016, Democrat Hillary Clinton carried Washington by 16 percentage points. In 2016, incumbent Inslee, running for a 2nd term, defeated Republican Bill Bryant by 7 points. In 2020, multiple overlapping forces are at work to limit the predictive value of public opinion polls. The manner, timing, and way in which many voters will mark a ballot in 2020 will differ from previous elections because of the Coronavirus COVID-19 pandemic. Whether this makes turnout higher than anticipated, lower than anticipated or just different from past elections is unknowable. Whether there will be systemic voter fraud, as the President fears, or isolated and insignificant fraud, is unknowable. Whether there will be no transition of power, a smooth transition of power, or a period of civil unrest is unknowable. As such, this research provides rich insight into the state of play in Washington State at this hour, but may or may not correlate to what "will be" in 3 weeks.
