While almost all of Mills' Tested Vetoes are Opposed by Majority of Maine Voters, Vetoes of Prescription Drug Price Protections, Incentives to Hire Maine Workers, Ban on Foreign Gov't Contributions to Maine Elections, and Bill Protecting Maine Workers from Unfair Contracts Have Done Most Damage.

Exclusive SurveyUSA polling conducted on behalf of Swing Hard Turn Left shows Maine's Democratic Senate President, Troy Jackson, has the potential to run quite strongly against incumbent Democratic Governor Janet Mills in a hypothetical, one-on-one June 2022 Democratic primary and to defeat former Republican Governor Paul LePage in a hypothetical, one-on-one November 2022 general election.

Important context: Respondents in this poll were not exposed to any overt attacks against Jackson. During the course of an actual campaign, negative messages about Jackson and positive messages about his primary and general election opponents would also be in circulation. Jackson's performance in ballot test questions therefore should not be read as being predictive of what would actually happen in 2022 elections, but instead should be viewed as reflective of the "lift" that unopposed positive messaging could have.

Initially, before Jackson is mentioned to respondents, registered voters are asked how they would vote in a November 2022 election for Governor if LePage and Mills were the only candidates (Question #2 below). Mills starts off with the edge, 46% to 41%. Mills leads by 4 points among men, by 8 points among women. LePage has a nominal 1-point lead among voters under age 50; Mills leads by 9 among those age 50+. Mills leads by 19 points in Maine's 1st Congressional District; LePage leads by 9 in the 2nd District.

Voters were then given some biographical information about Troy Jackson, then asked about his favorability (Question #3). 38% view Jackson favorably, 11% unfavorably — a Net Favorability of Plus 27. 32% are neutral; 19% have no opinion. Jackson's Net Favorability is positive among every demographic subgroup of significant size save one: among those who identify themselves as being very conservative, Jackson is at Minus 2.

Registered Democrats were next asked how they would vote in a primary election between Mills and Jackson (Question #6). Initially, with only the biographical information given in Q3 and whatever outside knowledge respondents bring with them, Mills leads Jackson 56% to 23% among all registered Democrats, and by a wider margin among those who say they are 100% certain to vote the primary, where she leads 64% to 18%. Mills initially leads by 38 points among those Democrats who identify as progressives, by 22 points among non-progressive Democrats. Mills runs quite strongly among the oldest and typically most reliable voters, where she takes 68% of the vote. Jackson leads Mills in the Presque Isle area and among those who initially vote for LePage over Mills.

SurveyUSA then told registered voters of all parties about ten bills strongly supported by Jackson this year, all of which were vetoed by Mills, and for each asked if they agreed more with Troy Jackson's support of the bill or with Janet Mills' veto. Bills were presented to respondents in random order, but are reported here from most agreed with Jackson to least:
  • 76% agree more with Jackson, 13% more with Mills: A bill to ban prescription drug companies from charging excessive prices to Mainers. 78% of LePage voters, 74% of Mills general election voters, and 65% of Mills primary voters agree more with Jackson.
  • 70% agree more with Jackson, 14% more with Mills: A bill to require construction contractors who spend public funds to use materials built in the United States and incentivize them to use Maine workers. 79% of LePage voters, 65% of Mills general election voters, and 55% of Mills primary voters agree more with Jackson on this bill, as do 77% of conservatives, 75% of Republicans, and 75% of 2nd Congressional District registered voters.
  • 67% agree more with Jackson, 16% more with Mills: A bill to ban foreign governments from giving money to referendum campaigns in Maine. 72% of LePage voters, 68% of Mills general election voters, and 60% of Mills primary voters agree more with Jackson.
  • 63% agree more with Jackson, 20% more with Mills: A bill to protect Maine union workers from unfair contracts and to protect whistleblowers who expose violations of employment law. 63% of LePage voters, 66% of Mills general election voters, and 55% of Mills primary voters agree more with Jackson on this bill, as do 75% of labor union households.
  • 62% agree more with Jackson, 20% more with Mills: A bill to allow Maine tribes to set up gaming activities on tribal land similar to what is allowed on non-tribal land. 65% of LePage voters, 59% of Mills general election voters, and 53% of Mills primary voters agree more with Jackson.
  • 57% agree more with Jackson, 23% more with Mills: A bill to tax million dollar real estate sales at a higher rate than real estate that sells for less than a million dollars. 54% of LePage voters, 62% of Mills primary voters, and 52% of Mills primary voters agree more with Jackson.
  • 55% agree more with Jackson, 25% more with Mills: A bill that would ban aerial spraying of pesticides in Maine woods. 57% of LePage voters, 55% of Mills general election voters, and 43% of Mills primary voters agree more with Jackson.
  • 52% agree more with Jackson, 27% more with Mills: A bill to create a Maine-based consumer-owned utility to replace CMP and Versant. 55% of LePage voters, 50% of Mills general election voters, and 38% of Mills primary voters agree more with Jackson on this bill.
  • 53% agree more with Jackson, 33% more with Mills: A bill to give renters in Maine more than the current 30-days notice for being evicted without cause. 48% of LePage voters, 58% of Mills general election voters, and 51% of Mills primary voters agree more with Jackson.
  • 47% agree more with Jackson, 36% more with Mills: A bill to close the Maine Youth Prison and replace it with community-based services for young offenders. 40% of LePage voters, 51% of Mills general election voters, and 43% of Mills primary voters agree more with Jackson on this bill.
  • All in all, 58% of registered voters say they agree more with Jackson's support of the 10 bills than they agree with Mills' vetoes of the 10 bills; 22% are not sure.
When registered Democrats are now asked how they would vote in a Democratic primary for Governor, a 43-point swing: Jackson, who had trailed by 33, now leads by 10. Mills continues to lead among the oldest voters, but has lost 23 points and Jackson has gained 12 points here, a 35-point swing. Among those who originally said they would vote for Mills in the primary, 56% still vote for Mills; 21% now vote for Jackson; 23% are newly undecided. Of those who originally voted for Jackson, 92% still do so. Of those who originally were undecided in their primary vote — 21% of all registered Democrats — 40% remain undecided, 8% move to Mills, 52% move to Jackson. Among those who say they are 100% certain to vote in the Democratic primary, the contest is tied, 41% Mills, 41% Jackson; among those who are likely to vote, Jackson leads by 16.

SurveyUSA then asked those registered voters of all parties who initially, in Question #2, said they would not vote for LePage, whether Mills or Jackson would be a stronger opponent against LePage. 46% of these "Never LePagers" say Jackson would be stronger; 29% say Mills. 26% are undecided. (Question #19.)

Re-asking all registered voters how they would vote in a general election match-up between LePage and Mills (in Question #20), a perhaps unexpected outcome of the poll's favorable messaging about Jackson is that Mills loses some ground, losing 4 points as LePage gains 3, and now nominally trailing the former governor 44% to 42%. Movement this small may be as much about noise as is it anything else, but when SurveyUSA newly asks, for the first time, how registered voters would size up a LePage/Jackson matchup, the difference is much more dramatic: Jackson 51%, LePage 35%. Keeping in mind our earlier reminder about the importance of context and remembering that this is not an attempt to predict the actual 2022 election, which will not exist in a messaging vacuum, this does represent a significant improvement over Mills' performance. Overall, Jackson does 9 points better than Mills does in Q20, and LePage does 9 points worse than he does in Q20 — an 18-point improvement. Jackson runs 38 points better than Mills among the youngest voters, winning 18 to 34 year-olds by 23 points; Mills loses them by 15. Jackson wins voters who are registered in other political parties or who are unaffiliated by 20 points; Mills loses them by 12. Jackson leads by 69 points among Democrats, Mills by 56. Among Republicans, LePage leads Jackson by 55 points, leads Mills by 68. Among progressive Democrats, Jackson leads LePage by 79 points; Mills leads LePage by 70. Among non-progressive Democrats, Jackson leads by 53, Mills leads by 37.

About the Poll / Filtering: SurveyUSA interviewed 1,425 Maine adults 08/24/21 through 08/31/21. Of the adults, 1,242 were identified as being registered voters and were asked the majority of the questions below; of the registered voters, 501 were identified as being registered Democrats and were asked the questions pertaining to the June 2022 Democratic primary for Governor. This research was conducted using blended sample, mixed mode. Respondents reachable on a home telephone (46% of registered voters) were interviewed on their home telephone in the recorded voice of a professional announcer, using telephone sample of registered voters purchased from Aristotle in Washington DC. Respondents unreachable on a landline telephone (54% of registered voters) were shown the survey questions on the display of their smartphone, laptop or tablet, using online adult panelists chosen randomly by Lucid Holdings LLC of New Orleans. The combined pool of survey respondents was weighted to US Census targets for gender, age, education, and home ownership.

Troy grew up in Aroostook County, the son of a school teacher and logger. He followed in his father's footsteps to become a fifth generation logger, where he still works to this day. In 2018, after having served in the Maine House and Maine Senate, he was selected by his peers to serve as Senate President. He has been a champion for working families and, as Governor, he would fight for the powerless to have a voice at the table.
