Pluralities of Voters Say Both Republicans and Democrats in Congress Aren't Standing Up To Trump Enough...

57% of US Voters Say Donald Trump Believes Himself to Be Above the Law; Growing Number Say Trump Does Not Respect the US Constitution;
Whether or Not Elon Musk's DOGE is Acting Legally (36%) or Illegally (39%), Majority say Musk Cares More About Self than the American People:


While some portions of SurveyUSA's latest public opinion polling shows improving numbers for President Donald Trump in his second term of office as compared to when we asked some of the identical questions 8 years ago, there is movement in the opposite direction in some of these questions, asked of 1,705 registered voters nationwide.

8 years ago, 54% of voters said President Trump believed he was above the law and 34% said he did not believe so. Today, 57% say Trump believes he is above the law, 36% say he does not.

A slim four-point plurality in 2017 said that Donald Trump respected the US Constitution, 45% to 41%. Today, we see those numbers have flipped, with 46% saying Trump does not respect the Constitution and 44% saying he does, a 6-point swing.

66% of voters today agree that the US Constitution created three equal branches of government; 21% argue that the Constitution gives the President more power than it gives to Congress and the Supreme Court. That 45-point margin for three equal branches has fallen from a 55-point margin when the identical question was asked in 2017.

While 51% in 2017 and 51% today both say Donald Trump cares more about himself than about the American people, we do see a small increase in those saying he cares more about the people: from 39% eight years ago to 42% today. Americans are evenly divided over who Joe Biden cared more about: 44% say himself, 43% the American people. When it comes to Elon Musk, however, 55% day Musk cares more about himself, 32% more about the American people.

Voters are divided about the actions of Musk's Department of Government Efficiency, with 39% saying DOGE's actions are illegal, 36% saying they are legal, and 25% just not sure.

43% of voters say Republicans in Congress aren't standing up enough to Donald Trump; 17% say they are standing up to Trump too much; 26% say Republicans in Congress are doing the right thing. A similar number, 41%, say Democrats in Congress aren't standing up to Trump enough, while 27% say they are standing up too much and 16% say they are doing the right thing.

About the Poll / Filtering / Tracking: SurveyUSA interviewed 2,000 US adults age 18+ online 02/13/25 through 02/16/25, using non-probability sample provided by Lucid Holdings LLC of New Orleans. Of the adults, 1,705 were identified as being registered to vote and were asked the questions which follow. The pool of adult survey respondents was weighted to US Census American Community Survey targets for gender, age, race, education, and home ownership, and to 2024 recalled vote.
