CA Primary Voters Not Preoccupied With Microscopic Policy Semantics, Want Next President to Resuscitate the Democracy, Then The Planet:


Joe Biden, who first announced his run for the Presidency 22 years ago, remains today the favorite of California motivated 2020 Democratic Primary voters, outpacing 24 rivals but only slightly leading Elizabeth Warren, according to SurveyUSA research conducted for KGTV-TV and the San Diego Union Tribune 08/01/19 through 08/05/19, immediately following the Democratic candidate debates in Detroit.

At this hour, in the Golden State, exactly 6 months until votes are counted in the Iowa Caucuses, it's:

* Former vice President Biden: 25%.
* Massachusetts Senator Warren: 21%.
* Vermont Senator Bernie Sanders: 18%, effectively even with Kamala Harris, who is right behind.
* California Senator Harris: 17%, effectively even with Sanders and nominally tied for 3rd place.
* South Bend IN Mayor Pete Buttigieg: 6%.
* All 19 other Democratic candidates combined: 3%.

Harris leads among CA's African American voters, leads in the "Inland Empire," leads among voters who want the next President to "embrace all Americans" as his/her 1st priority, leads among self-described poor Californians, is tied for 1st (with Biden) in military households, is tied for 1st (with Warren) in LGBTQ households, and is tied for 1st (with Biden) among voters age 35 to 49. Harris under-performs among the youngest voters, where she is 19 points behind Sanders, under-performs among independents, where she is 15 points behind Biden, and under-performs in rural CA, where she is 26 points behind Warren.

Biden runs strong among moderates (34%), leads Sanders by 2:1 among those who attend church regularly (36% to 18%), leads Sanders by 2:1 among high-school educated voters (37% to 19%), leads Harris by 13 points among voters age 50 to 64, leads materially among voters who say they are able to set aside money each paycheck for a rainy day, and reaches 30% support among both Protestant and Catholic voters.

Biden's air of invincibility survives in CA, despite debates in June and July in which he was at best lackluster. Assuming incumbent President Donald Trump is the Republican nominee in 2020, a majority of active CA Democrats say that Working-Class Joe is the Democrats' best hope:

* 43% say Biden has the best chance to defeat Trump (significantly higher than the 25% who vote for Biden).
* 15% say Warren has the best chance to defeat Trump.
* 14% say Sanders, a 2016 re-tread, has the best chance to defeat Trump.
* 10% say Harris has the best chance to defeat Trump.
* No other Democrat is in double digits.

Of immediate and material significance to every Democrat running for President: while candidates waste oxygen and time responding to debate moderators who want aspirants to argue microscopically about how best to take health insurance away from those who already have it and fight over whether college should be free for none, some or for all, active CA Democratic voters are focused on a much larger concern. Asked what the "very first thing" the next President should do, CA Democrats say:

* Repair damage done by the previous President: 50%.
* Address climate change: 14%.
* Reduce the income disparity between rich and poor: 11%.
* Embrace all Americans: 9%.
* Restore the rule of law: 4%.
* All other choices combined: 12%.
* Items presented to respondents randomly; results rank-ordered here for ease of comprehension. Donald Trump's name did not appear in question text.

There is a noticeable "intensity advantage" for Harris in CA. 45% of California's likely Democratic primary voters say they would volunteer to work to elect Harris, which puts her in 1st place, ahead of Sanders at 43%, Biden at 41%, Warren at 38%, and Buttigieg at 25%. 38% of likely Democratic primary voters say they have already donated or would donate money to Harris' campaign, tied for 2nd place with Sanders at 38%, behind Warren at 41% but ahead of Biden at 35%.

21% of CA Democratic primary voters say the party's message in 2020 is too far to the left. 7% say the party's message is too far to the right. Half say the party's message is right where it should be. A plurality, 39%, say the federal government today is too big. But active Democrats are divided about which way to turn should they seize the White House. 28% of CA primary voters say a Democratic President should make the federal government smaller. Effectively the same number, 27% say, a Democratic President should make the federal government bigger. 24% say the federal government should stay the size it is now.

Eligibility for inclusion in this survey: In order to qualify for inclusion in this SurveyUSA poll, an adult age 18+ had to be 1) registered to vote in the state of California as either a Democrat or Decline-to-State (DTS) voter, 2) had to indicate that (regardless of which political party he/she might be affiliated with) if there were a Presidential primary "today" in CA, he/she would be certain to vote in the Democratic primary, 3) on a scale of 1-to-10, had to have a strong interest in current events, 4) on a scale of 1-to-10, where 10 means the respondent "spends hours every day reading, watching and talking about the Presidential election," had to have a high level of commitment, 5) had to have been aware of the Democratic debates taking place in Detroit, and 6) if they watched all, or at least some of the debates, had to be able to identify from a list of news networks that CNN was the moderator of the Detroit event. These 6 filtering criteria were designed intentionally to winnow California's 20 million registered voters into the tiniest subset who are paying close attention to the Democratic campaign, to reduce as much as possible the extent to which high, legacy name-recognition-only might account for any one candidate's lead or strong showing and might give "new to the stage" less well-known candidates a chance for their support to more easily surface. A total of 2,750 CA adults were interviewed 08/01/19 through 08/05/19. Of the adults, 2,184 are registered to vote in CA. Of the registered, 528 passed all 6 SurveyUSA screening criteria and were counted as a "likely" voter and asked "which Democrat would you vote today?" During the field period for this survey, 31 individuals were murdered in 2 separate mass shootings. SurveyUSA's best estimate is that approximately 88% of the interviews for this survey were completed before news broke midday 08/03/19 of the 1st mass shooting in El Paso TX and approximately 91% of the interviews for this survey were completed before Americans woke up Sunday 08/04/19 to news of the 2nd mass shooting in Dayton OH. Also today 08/06/19: SurveyUSA releases a nationwide poll of Democrats from all 50 states, which is apples to apples comparable to this California data.
