Results of SurveyUSA Election Poll #27848
 
Swalwell Out, Steyer Down; Becerra, Hilton, Bianco, Mahan All Up; Porter Steady – Lots of Changes But Top 2 Stay Same in CA Governor Primary:

Three weeks ago, SurveyUSA's exclusive polling for KGTV News 10 and the San Diego Union Tribune, conducted as Eric Swalwell's campaign was collapsing, showed Democrat Tom Steyer and Republican Steve Hilton advancing to the general election in November, with all other candidates trailing well behind them.

Today, as ballots begin to be mailed, with both Swalwell and Betty Yee out of the race, and amidst much movement among the other candidates, Steyer and Hilton still finish in the first two positions, though swapping places, with Hilton now first, taking 20%, up from 18%, and Steyer second, taking 18%, down from 21%.

Where is everyone else?
  • The other Republican in the race, Chad Bianco, finishes third with 12%, up from 8%.
  • Xavier Becerra climbs 6 points, from 4% to 10%, and finishes fourth. If Becerra continues to climb and Steyer continues to fall, it is possible that Becerra and Hilton both advance to the general election – but it also remains possible that Bianco and Hilton both advance, pitting the two Republicans against each other in the November election.
  • Katie Porter, at 8% three weeks ago, remains at 8% today, in fifth place.
  • Matt Mahan, at 4% three weeks ago, is at 7% today, finishing sixth.
  • Antonio Villaraigosa, at 5% once again, is seventh.
  • Tony Thurmond is at 2%, nominally up from 1%.
  • 17% of voters tell SurveyUSA they are undecided.
SurveyUSA's interactive tracking graph shows the changes in each candidate's support tracked over time, not only among all likely primary voters, but isolated to each demographic subgroup. Among Democrats, for example, Becerra's support has more than doubled, from 8% to 17%, while Steyer has increased from 27% to 30%. Simultaneously, Steyer's support has collapsed among independent voters, falling from 24% to 11% as Bianco surges from 4% to 14%.

Voters continue to identify the cost of living as the most important issue – by far – in this contest, with 41% selecting it, more than 3 times as many as those choosing the next-highest issue, homelessness. Among those 41% of likely voters, Hilton and Steyer each take 22%; Bianco takes 12%; Becerra and Porter are next, with 9% and 8% respectively.

In other election-related news, registered voters across the state appear to broadly support a proposed billionaires tax that could appear on the November ballot. 58% say they would vote for the measure if on the ballot; 26% say they would vote against it. That 32-point margin is narrower than the 40-point margin in last month's results. Early support for the potential measure outweighs early opposition among all demographic subgroups save those who say they are somewhat conservative, where 45% say they would vote no, 41% yes.

About the Research / Filtering: SurveyUSA interviewed 1,415 adults from the entire state of California 04/28/26 through 05/01/26 online, using nonprobability sample of online adult panelists chosen randomly by Cint USA. Of the adults, 1,213 were identified as being registered voters and were asked Q2-Q4 and Q15-Q18 below. Of the registered voters, 991 were identified as being likely to vote in the June primary election and asked Q5-Q14 below. The full pool of adult survey respondents was weighted to US Census-derived targets for gender, age, ethnicity, education, and home ownership
