¾ in Seattle Support Transportation Impact Fees on New Real Estate Development in City, Say More Should be Done to Fix Worst Bridges Now;
Fixing Roads and Bridges, Supporting Buses and Other Public Transit Seen as Most Important Transportation Investments for Seattle to Make:


SurveyUSA interviewed 1,000 Seattle adults on the city's transportation infrastructure and other issues. Key findings follow:

Overall, a plurality of residents, 47%, say things in Seattle are headed in the right direction; 37% say things are off on the wrong track. Latinos (61%), parents of children under age 18 (60%), Democrats (57%), and men (55%) are more likely than others to say things are headed in the right direction; Republicans (53%) and independents (48%), and those not registered to vote (52%) are more likely than others to say things are off on the wrong track.

Respondents were next asked to select up to three transportation investments they thought were most important for Seattle to make. Percentage selecting each of the six offered choices, from most-selected to least:
  • 66%: Fixing potholes and repaving roads for all vehicles. Selected most in South Seattle (78%) and by older respondents (71% of 50 to 64 year-olds, 74% of those 65+).
  • 64%: Supporting buses and other public transit. Selected by 95% of those who commute to work via light rail (caution, small sample size), 89% of those who walk to work, and 85% of of those who carpool (also a small sample size).
  • 52%: Fixing Seattle's older bridges. More important to older respondents than younger respondents; chosen by 64% of those 65+, compared to 44% of 18 to 34 year-olds.
  • 30%: Installing new sidewalks and crosswalks. 40% among those who walk to work, 39% among those who bike (small population); 38% among parents.
  • 27%: Building bike lanes for safer streets. 61% among those who bike to work, unsurprisingly; significantly more popular among younger respondents (36% of 18 to 34 year-olds) than older (15% of those 50+).
  • 17%: Prioritizing freight to transport food, household products, and other items. Significantly higher among the city's small number of Republican voters, 32% of whom select this item, than others.
  • 6% say something else should be a top-priority; 1% say none of the above items should be priorities.
73% say the Mayor and the Seattle Department of Transportation should do more to fix Seattle's worst bridges this year; just 21% say they should wait until they have additional data on all bridges before doing so. Strong majorities of 61% of all demographic subgroups, excepting the 3% of Seattle adults who bicycle to work, say the city should do more to fix the bridges this year.

75% say they would support the city imposing transportation impact fees on new real estate development projects to help pay for the city's growing needs for transportation infrastructure, with 42% strongly supporting and 33% somewhat supporting the idea. 18% are opposed (8% somewhat oppose, 10% strongly oppose). Opposition is somewhat stronger among those with the lowest household incomes (25% of whom oppose), those over age 65 (23%), and among Latinos, among Asians, and in both South and West Seattle, where 22% each are opposed.

After learning that some opponents of transportation impact fees say they would increase the cost of housing during a housing shortage, 55% continue to support (28% strongly, 27% somewhat), while opposition doubles to 36% (18% somewhat oppose, 18% strongly oppose.) The margin of support shrinks from 57 percentage points originally to 19 percentage points now, with the deepest cuts in support appearing among these populations:
  • A 61-point fall among those with household incomes between $30k and $60k, from a 55-point margin of support to a 6-point margin of opposition.
  • A 56-point fall among Republicans, from +55 to -1.
  • A 50-point fall among those with incomes from $60k to $80k, from +67 to +17.
  • A 48-point fall among Latinos, from +45 to -3.
  • A 46-point fall among unemployed respondents, from +41 to -5.
  • 45-point falls among both women (+56 to +11) and 18 to 34 year-olds (+58 to +13).
After learning that some supporters of transportation impact fees say that without the fees, policy makers will likely increase property taxes and sales taxes to generate the same amount of revenue, 67% are in support, 27% in opposition – a 40-point margin of support, numbers closer to where they began, and opposition halfway between where it originally was and where it lies after respondents hear the reasoning of those opposed.

Respondents are luke-warm on a proposal to allow real estate developers to build on 85% of their property, even if that may result in removal and eventual replacement of mature trees. 48% say the city's new proposal to protect trees should not allow this; 38% say it should. Support here is highest among parents (54%), in West Seattle (53%), among those who drive to work (48%), men (47%), and those with higher incomes. Opposition is highest among those who walk to work (79%), seniors (65%), those who are retired (62%), and among those of Latino or multiracial (each 60%), Asian (57%), or other (62%) heritage.

68% say the organizations that receive City tax dollars to provide low-income housing should be required to fill some of their available vacant units with people experiencing homelessness; 22% say they should not be required to do so. Majorities of nearly all groups, with the exception of the small number of light rail commuters, say the organizations should be required to fill some of their units with people experiencing homelessness.

59% of Seattle adults say Mayor Bruce Harrell should support City Attorney Ann Davison's proposal to make sure public drug use is against the law in Seattle; 28% say he should oppose that proposal. Opposition is highest, at 51% and 44% respectively, among the small numbers who bike or take light rail to work; at 42% among those who do not work outside their homes, at 35% among students, and at 34% among each of Democrats, 18 to 34 year-olds, and those who rent their homes. Support is as high as 78% among Republicans, 72% among parents and those who are retired, 71% in West Seattle, and 70% among seniors.
 
About the Research: SurveyUSA interviewed 1,000 adults from the city of Seattle 05/05/23 through 05/13/23. This research was conducted using blended sample, mixed mode. 50% of adults were online panelists chosen randomly by Lucid Holdings LLC of New Orleans, who were shown the survey questions on the display of their smartphone, laptop, or tablet. 50% of adults were interviewed by telephone by live operators, who dialed the respondents' numbers, secured their cooperation, and remained on the line to conduct the entire interview, using telephone sample of adults purchased from Aristotle in Washington DC. The pool of adult respondents was weighted to US Census targets for gender, age, race, and home ownership.
