Using Ranked-Choice Voting, Maine US Senate Seat Is Too-Close-To-Call; Possible Razor's Edge to Democrat Gideon in Fight To Unseat GOP Collins;
3 Electoral Votes To Biden For Sure, With Possible Trump Shut-Out Depending on How 2nd-Congressional-District Voters Rank Rocky, Howie & Jo:


On the eve of the final debate for US Senator from Maine, Democratic challenger Sara Gideon has a nominal 2-point, ever-so-slight advantage over lightning-rod incumbent Republican Susan Collins, 51% to 49%, using the state of Maine's new Ranked Choice Voting selection process to calculate voters' intentions. SurveyUSA's research was conducted exclusively for FairVote.

4 candidates are on the 11/03/2020 general-election ballot. To win in Maine in 2020, 1 candidate must receive 50% or more of the counted vote. After Mainers tell SurveyUSA their 1st choice for US Senator, today's results reveal that no 1 candidate gets to 50%. The contest, after Round #1, stands: Gideon 46%, Collins 45%, Independent Lisa Savage 4%, Independent Max Linn 1%.

Under Maine's rules, the candidate with the fewest votes, Linn, is eliminated and those who chose Linn as their 1st choice are examined to see who was their 2nd choice. After Linn's supporters are reallocated, the contest stands, Gideon 48%, Collins 47%, Savage 5%. Still: no one candidate is at 50%.

So, the state looks to see who the supporters of the candidate with the next fewest votes, Savage, picked as their 2nd choice. In certain cases, depending on whether a voter's 1st and 2nd choices were minor-party candidates, a voter's 3rd choice may be considered in assigning that voter to a surviving candidate. In the present case, when Savage's votes are reapportioned among the surviving 2 candidates, we have a winner:

* Gideon, 51%.
* Collins, 49%.

Like all opinion research studies, this SurveyUSA poll offers estimates, which come with a plus or minus. Given that 1,007 likely Maine voters were interviewed for the US Senate contest, it is possible for Collins to edge Gideon and for that to still be consistent with this estimate. And, in reverse, because the numbers are an estimate, it is possible that Gideon may finish with more than a 2 percentage point winning margin. A Democratic win is not a foregone conclusion; a lot has to go just right for Gideon to flip the seat, and a lot that Gideon has no control over also has to go just right if Gideon is to be part of a new Democratic majority when the next US Senate is sworn in.
 
In the even-more-complicated election for Maine's 4 electoral college votes, Democrat Joseph R. Biden is certain to receive 3 of the state's 4 votes, with an advantage over Republican incumbent Donald J. Trump in Maine's 2nd US Congressional District, the vote totals from which district will determine who is awarded the state's 4th electoral vote, which in some scenarios, is critical to Trump's re-election.

Statewide, Biden defeats Trump 53% to 40% at this hour, 5 days until votes are counted. Because Biden is above 50% on 1st choice, no ranking needs to be done. Biden immediately receives 2 of the state's electoral votes.

Officials then look to see who won each of Maine's 2 US Congressional Districts, with an additional 1 electoral college vote awarded to the candidate who carries each district. Maine's 1st district (ME-01), is in the southern, densely populated part of the state, and typically is more left-leaning than Maine's 2nd district, which is much larger geographically because it is largely rural. In 2020, on 1st ballot, Biden carries ME-01, 59% to 35%. In 2016, although ME-01 voted for the Democrat Clinton, ME-02 voted for the Republican Trump. Can Trump count on an electoral vote from ME-02 in 2020?

Maybe. But it's a tough, uphill slog for the President the way SurveyUSA sizes up the situation. When voters from ME-02 are asked their 1st choice for President, Biden, at 49%, is as close as he can be to a 1st-ballot win but falls short of the 50% needed. Trump is at 46%, and 3 other minor-party candidates combine for 5%. The last-place finisher on the 1st ballot, Rocky De La Fuente, of the Alliance Party, the 2nd-to-last-place finisher, Howie Hawkins of the Green Party, and the 3rd-place finisher, Jo Jorgensen of the Libertarian Party, are all batch-eliminated. When their 2nd-choice (and in certain cases 3rd-choice) picks are re-allocated in real time, in the instant runoff, we have a winner in ME-02:

* Biden, 51%.
* Trump, 49%.

Like all opinion research studies, this SurveyUSA poll offers estimates, which come with a plus or minus. Given that 509 likely voters were interviewed in ME-02, it is possible for Trump to eclipse Biden in ME-02 and still have that be consistent with these findings. And in reverse, it is also possible that Biden will win the ME-02 on 1st ballot, with no need for ranking.
 
About: SurveyUSA interviewed 1,200 adults statewide 10/23/2020 through 10/27/2020. Of the adults, 1,071 are registered to vote in Maine. Of the registered voters, SurveyUSA identified 1,007 voters likely to return a ballot on or before the 11/03/2020 deadline. This research of a representative cross section of Mainers was conducted using blended sample, mixed mode. Respondents reachable on a home telephone (48% of likely voters) were interviewed on their home telephone in the recorded voice of a professional announcer. Sample for the home-telephone portion of the survey was purchased from Aristotle in Washington DC, of known registered voters in the state of Maine. Voters not reachable on a home telephone (52% of likely voters) were shown a questionnaire on their desktop computer, laptop computer, smartphone, or tablet, using online panelists chosen randomly by Lucid Holdings LLC of New Orleans. Of the 1,007 likely voters statewide, 498 were residents of ME-01, 509 were residents of ME-02. In the contest for US Senate, 39 likely voters told SurveyUSA they were undecided. In the contest for President of the United States, 22 likely voters told SurveyUSA they were undecided. In both contests, when SurveyUSA calculates whether any one candidate has reached 50% on a 1st ballot, undecided voters are eliminated and only those survey respondents expressing a candidate preference are counted and (if needed) reallocated on subsequent ballots. Maine adults were weighted to US Census targets for gender, age, education, and home ownership. All ranked-choice calculations were made using the weighted survey data.
