In North Carolina, Opposition to Ballot Measures Increases As Election Day Approaches; Democrat Earls Maintains 2:1 advantage Over 2 Republicans in Race for Supreme Court: President Trump Continues to Antagonize More Voters Than He Energizes: North Carolina's Income Tax Cap Amendment had been leading but is now too-close-to-call, the Legislative Appointments to Elections Board Amendment had been leading but is now trailing, and the Judicial Selection for Midterm Vacancies Amendment had been tied but is now trailing, according to SurveyUSA research conducted exclusively for Spectrum News North Carolina. North Carolina's Right to Hunt and Fish Amendment had been leading by 43 points 3 weeks ago, today is leading by 28 points, and remains likely to pass, SurveyUSA finds. Marsy's Law Crime Victims' Rights Amendment had been leading by 65 points 3 weeks ago, today is leading by 38 points and remains likely to pass. The Voter ID Amendment, which had been leading 37 points 3 weeks ago, today is leading by 18 points and also remains likely to pass. But other ballot measures may be in trouble. The Income Tax Cap Amendment had led by 37 points 3 weeks ago, but today leads by just 6, which makes it too-close-to-call. Among the most motivated voters --- those who have already voted --- the measure trails by 12 points. Among those who have not yet returned a ballot but who promise to do so before the 11/06/18 deadline, the measure leads by 14 points. This means that "No" starts out with a material advantage, which "Yes" voters on Election Day will need to overcome. Any outcome is possible. The Legislative Appointments to Elections Board Amendment had led by 27 points 3 weeks ago but today trails by 10 points and is unlikely to pass, SurveyUSA finds. Among those who have already voted, No defeats Yes 2:1 on this measure. For the measure to pass, "Yes" voters on Election Day will need to vote 3:2 or more in favor. The Judicial Selection for Midterm Vacancies Amendment, which trailed by 1 point 3 weeks ago trails by 22 points today and is unlikely to pass, SurveyUSA finds. Among those who have already voted, No defeats Yes by more than 2:1 on this measure. For the measure to pass, "Yes" voters on Election day will need to vote almost 2:1 in favor. In the election for North Carolina Supreme Court, Democrat Anita Earls today maintains a 2:1 lead over her nearest challenger, effectively unchanged from 3 weeks ago, though then, Earls led Republican Chris Anglin 43% to 22% and today Earls leads Republican Barbara Jackson 44% to 22%. When North Carolina voters are asked today whether they will vote for the Democratic candidate or the Republican candidate for the U.S. House of Representatives, 48% today choose the Democrat, 44% choose the Republican, effectively unchanged from 3 weeks ago, when 48% chose the Democrat and 43% chose the Republican. When NC voters are asked today how they will vote in the election for NC General Assembly, 46% today choose the Democrat, 43% today choose the Republican, effectively unchanged from 3 weeks ago when 47% chose the Democrat and 42% chose the Republican. Today, 45% of voters say that President Donald Trump makes them more likely to vote for a Democrat, effectively unchanged from 3 weeks ago, when 46% said that President Trump inspired them to vote Democratic. Today, 30% say that President Trump makes them more likely to vote for a Republican, down slightly from 33% 3 weeks ago. About: SurveyUSA interviewed 1,200 state of North Carolina adults 10/26/18 through 10/29/18. Of the adults, 1,008 are registered to vote. Of the registered voters, SurveyUSA identified 659 who have already returned a ballot or who are likely to do so before the 11/06/18 deadline. In SurveyUSA's 10/08/18 poll release, SurveyUSA cautioned: "Opposition to ballot measures, having nothing to do with North Carolina uniquely or with 2018 specifically, typically increases as Election Day approaches. As such, it is possible that the outcome of 5 of these constitutional amendments may be closer than they today appear." In general, this observation has to do with a "No" vote representing a vote in favor of the status quo, and mirrors the fact that many voters are naturally risk averse and fearful of change, whatever that change might represent. As such, it is unusual but not impossible for the "Yes" vote on a ballot measure to outperform a poll released 3 weeks before Election Day.
