Gloria Likely to Advance to General Election in Primary for San Diego Mayor, But Will He Face Sherman or Bry? Elliott and Briggs
Positioned to Battle for City Attorney Post; 'Measure C' Broadly Backed, But Will 'C' Get 2/3 Majority Needed to Pass? Anyone's Guess:


6 weeks till city of San Diego voters pick finalists for mayor and city attorney, and 6 weeks until the fate of "Measure C" is decided, a half-clear, half-fuzzy picture emerges from the latest SurveyUSA polling data, gathered exclusively for KGTV-TV and the Union Tribune.

For mayor and city attorney, the Top-2 vote-getters advance to an 11/03/20 general election, even if both Top-2 finishers are from the same party. In the contest for mayor at this hour:

State Assembly member Todd Gloria is comfortably ahead of 5 challengers with 29% of the vote. 2nd place will either go to San Diego City Council member Scott Sherman, today with 18%, or City Council member Barbara Bry, today with 13%. The other 3 candidates are asterisks. Among voters who say homelessness is the most important issue in picking a candidate, and among voters who say affordable housing is the most important issue, Gloria leads all others by at least 2 to 1. Among voters who say road repair is the most important issue, Sherman leads Gloria 4 to 3. Among voters who say the character of the candidate is most important, Bry finishes nominally 1 point ahead of Sherman, but given the inherent imprecision of a sample of this size, the 3 leading candidates are clustered and run effectively even.

In the contest for city attorney of San Diego, incumbent Mara Elliott at 28% and Cory Briggs at 18% are likely to advance to the 11/03/20 general election. Pete Mesich, the only other candidate on the ballot, at 6%, is unlikely to advance ... except that 48% of likely voters tell SurveyUSA they remain undecided as the campaign heads into the home stretch, and in fairness to all 3 candidates, any outcome at least in theory is possible.

On "Measure C," which would increase the tax tourists pay to stay in a city of San Diego hotel room, Yes leads No at this hour 51% to 27%, which works out to be 1.9 to 1. But: in order to pass, Measure C needs 2/3 support, which means it must pass by 2 to 1 or more. So, the outcome is very much a coin-toss at this hour, 6 weeks till votes are counted.

C has a broad coalition of support but falls short of 2-to-1 support among Republicans and Independents, where it leads 5-to-4. By contrast, Democrats back C nearly 4-to-1.

Separately:

Support for a proposal that might add affordable housing "in your neighborhood" has fallen from 39% in a SurveyUSA poll 4 months ago to 33% today. Opposition has increased ever-so-slightly, from 20% on 09/06/19 to 23% today, 01/20/20. A plurality, 44%, today says it would need to know specifics about any such proposal before being able to answer the question.

City voters unambiguously oppose adding bicycle lanes in their neighborhood if bike lanes require the removal of parking space. 55% oppose. 20% support. Others are on the fence.

About: SurveyUSA interviewed 780 city of San Diego adults 01/16/20 through 01/19/20. Of the adults, 668 are registered to vote. Of the registered voters, SurveyUSA identified 518 who are likely to vote in the 03/03/20 Super Tuesday primary. Ballots will be mailed (to voters who vote by mail) in 2 weeks; votes will be counted in 6 weeks. This research was conducted using blended sample, mixed mode. Respondents reachable on a home telephone (53% of likely voters) were interviewed on their home telephone in the recorded voice of a professional announcer. Respondents not reachable on a home telephone (aka: the cell-phone respondents; 47% of likely voters) were shown a questionnaire on the display of their smartphone, tablet, or other electronic device. The Top-2 Super Tuesday 03/03/20 vote-getters in the San Diego mayor and city attorney contests, regardless of party, will advance to an 11/03/20 general election.
