Results of SurveyUSA Mkt Research Study #22767

SurveyUSA interviewed 600 adults from the entire state of Kansas 03/14/16 through 03/17/16, exclusively for the Kansas Policy Institute. Of the adults, 518 were registered to vote and were asked the questions which follow. This research was conducted using blended sample, mixed mode. Respondents reachable on a home telephone (70% of registered voters) were interviewed on their home telephone in the recorded voice of a professional announcer. Respondents not reachable on a home telephone (30% of registered voters) were shown a questionnaire on their smartphone, tablet, or other electronic device.

Today we're asking your opinion on a variety of policy questions currently before the Kansas Legislature. Each of these issues, in one way or another, is currently being reviewed in the Kansas Statehouse. First, with the word "efficiency" defined as "providing the same or better quality service at a better price," How much do you agree or disagree with this statement: Local school boards should spend taxpayer money efficiently. Do you strongly agree? Somewhat agree? Somewhat disagree? Or strongly disagree?

Spending on out-of-the-classroom expenses - administration, building operations, transportation, and food service - varies among Kansas school districts, up to as much as $8,000 per pupil. How much do you agree or disagree with this statement: Out-of-the-classroom functions should be provided more efficiently on a regionalized basis, with savings put back into classrooms.

4If more money is made available through increased efficiency in school districts, would you prefer that money go to ... The state department of education for distribution? To merit pay for teachers? To reduce your local property tax? To reward individual schools for improved academic outcomes? Or something else?

If the Kansas Supreme Court orders an increase in taxpayer funding to public schools, what would you most want to see the legislature do in response? Increase your property taxes? Increase your sales taxes? Increase your income tax? Reallocate spending from other parts of government to get more money into classrooms? Try to find more efficient ways to spend the money already allocated to schools? Spend what the Legislature deems adequate regardless of any Court ruling? Or something else?

10Would you support or oppose a system called ESA or Education Savings Account, where a parent could use state tax dollars to send their child to a school of their choice, including public and private schools, religious and non-religious schools?

All Questions Crosstabbed By All Questions

1Today we're asking your opinion on a variety of policy questions currently before the Kansas Legislature.

3Spending on out-of-the-classroom expenses - administration, building operations, transportation, and food service - varies among Kansas school districts, up to as much as $8,000 per pupil.

5If the Kansas Supreme Court orders an increase in taxpayer funding to public schools, what would you most want to see the legislature do in response? Increase your property taxes? Increase your sales taxes? Increase your income tax? Reallocate spending from other parts of government to get more money into classrooms? Try to find more efficient ways to spend the money already allocated to schools? Spend what the Legislature deems adequate regardless of any Court ruling? Or something else?
